A native Washingtonian, Mr. Lauer has been a real estate
developer and marketing specialist for more than 36
years. Known for his integrity and creativity, Mr. Lauer’s
real estate expertise spans many areas including brokerage,
joint ventures, commercial and residential development,
consulting and property management. Prior to founding
Tetra, Mr. Lauer was employed by two major homebuilding
companies and Gulf Reston in the development of the
dynamic New Town of Reston, Virginia.
Mr. Lauer plays an active role in industry trade associations
and has received extensive recognition and numerous
awards for his involvement in shaping the development
community in Northern Virginia. Professionally, Mr.
Lauer has been:
- President and Life Director of the NVBIA (Northern
Virginia Building Industry Association) and past President
and Life Director of the NVBIA Sales & Marketing
Council.
- Charter member of the Board of Directors for NVTA,
"The Northern Virginia Transportation Alliance."
Currently serves on the Executive Committee.
- Chairman of MAME (Major Achievements in Marketing
Excellence) for 12 years.
- Chairman of FFL (Finest for Family Living) for 10
years.
- Chairman of the Legislative Committee for the NVBIA.
- MIRM designation from the National Association of
Homebuilders.
- Recipient of the NVBIA's highest and most coveted
Emil Keen award for more than 25 years of outstanding
service.
- 1987 NAIOP (National Association of Industrial and
Office Properties) Man of the Year; Past-President
and Board of Directors, NAIOP.
- Past President of The Lions Club.
Mr. Lauer is also actively involved in philanthropic
activities including NVBIA Outreach, Joe Gibbs Home,
Ronald McDonald House, Habitat for Humanity, Alternative
House, Lions Club, Home Aid, Reston Interfaith, and Devotion to Children.

Andy Lauer, a third generation Washingtonian, has been
with Tetra Partnerships since 1998 and serves as the
firm’s principal broker. Mr. Lauer is actively
involved in the firm’s brokerage, commercial development
and residential land activities and oversees the religious organization division. Prior to Tetra,
Mr. Lauer spent three and a half years with Grubb and
Ellis specializing in market research.
Mr. Lauer is
a graduate of the University of North Carolina at Wilmington
where he majored in political science.

After working with George Mason University in the
Prince William campus’ biosciences division,
Ms. Lauer joined Tetra Partnerships in 2005 to pursue
interests in commercial real estate. Since
then, Ms. Lauer’s extensive research background
has been a great asset to Tetra, rapidly allowing
her to become familiar with the intricacies of regional
zoning ordinance and the demands of the market. As
a principal of the firm, Ms. Lauer is heavily involved
in the firm’s brokerage, as well as the day-to-day
management of upcoming projects, including 7601 Lewinsville
Road, Clock Tower on Seven, and Leesburg Commerce
Center.
During her tenure with George Mason University, Ms. Lauer was published in several high-profile publications including the Journal of General Virology and Proteomics. In her leisure time, she enjoys spending time with her son, visiting museums, and relaxing at the family vacation home in Dewey Beach.

As Vice President of Tetra Partnerships, Min Choe directs the formation of the company’s internal and external systems relating to building construction. Possessing considerable construction management and owner’s representative experience, he serves as the critical link monitoring and managing the day to day activities of the company’s base building and interior construction projects.
Mr. Choe holds a BS in civil engineering from Colorado State University and holds an EIT registration. Prior to joining Tetra Partners, Mr. Choe served as project manager for a Washington area real estate developer, general contractor, and full service civil engineering design firm. In addition, Mr. Choe served as corporate construction manager for an international high tech company with projects in Europe, Asia, as well as the United States. Mr. Choe has both international construction experience and extensive local knowledge of the real estate development process in the Washington area, particularly, the counties of Loudoun, Fairfax and Montgomery.
A native of the Washington area, Mr. Choe participates in many community programs, such as coaching first graders in building a structure out of pasta and glue in the annual “That's Impastable” national competition.

Tom Wall has been associated with Tetra Partnerships
since 1999 as a land brokerage specialist. Mr. Wall
has been involved in real estate since the early 1960’s
with extensive practical experience in homebuilding,
commercial development and consulting. Prior to Tetra,
Mr. Wall held a number of senior positions including
Vice President of Bramalea, Ltd., one of North America’s
largest diversified real estate companies and Senior
Vice President of Gladstone Associates, a leading real
estate consulting firm based in Washington D.C. that
was acquired by Arthur Andersen. Mr. Wall graduated
from the University of California (Cum Laude) where
he majored in real estate.

Elvin Capestany, Jr. joined Tetra Partnerships in 2003
and oversees the Company’s Property Management operations.
Prior to Tetra, Mr. Capestany, Jr. was the top loan officer
for a North Carolina based mortgage company. Mr. Capestany,
Jr. brings extensive experience in the services industry
to his role, including several years with a major international
health and fitness company.
Born and raised in Jacksonville,
North Carolina, Mr. Capestany, Jr. graduated from the
University of North Carolina at Wilmington with a Bachelor
of Arts in Physical Education concentrating in Sports
Medicine.

Mrs. Phillips is the assistant property manager for Tetra Management Services. Since joining the firm in 2005, Mrs. Phillips has been responsible for the oversight of many of Tetra’s completed projects, including 8230 Boone Boulevard and Potomac Falls Professional Center. She also maintains accounts for the properties and serves as a liaison between clients and vendors.
Mrs. Phillips has familiarity with a variety of mechanical fabrication techniques, aiding her in assessing the technical requirements of day-to-day property management. She has also previously managed properties for other Washington firms. Born in Kilgore, Ohio, she currently lives in Delaplane, VA, with her husband, where she enjoys gardening, Civil War history, scrap-booking, and spending time with her two daughters and grandson.

Ms. Pastva oversees the daily operations of the office, maintaining the bookkeeping for the development side of the organization, as well as providing essential assistance to the office of the President. Originally from Philadelphia, Ms. Pastva currently lives in the bucolic area of Orlean, VA, where she enjoys participating in outdoor activities with her two dogs and cultivating her garden.

Ms. Aho joined Tetra Partnerships in 2006 as the
firm's receptionist. Her work includes administrative
duties ranging from answering phones to updating
databases to mangerial support. Caroline is fluent
in both English and Arabic and has traveled extensively
around the world. Caroline attends
Northern Virginia Community College pursuing an A.S.
in Computer Science. Her hobbies include skiing,
playing basketball and tennis and taking weekend
trips to New York City.
